| Sheila Kaplan is a longtime education researcher, publisher, consultant, program developer, and
former school board member. Sheila believes access to information is critical to creating an informed public. For this reason, in the 1990s she founded Education New York -- the only independent education print publication in New York state. Education New York Online was the next generation of her efforts to offer education news, policy and research, and related information to as wide an audience as possible. She founded Information Policy Watch in June, 2008 to warehouse her in-depth research of FERPA and additional emerging information & privacy policies. Sheila holds master's degrees in Social Work (Fordham University) and Information Policy and Records Management (University at Albany). She is the author of the policy paper on student mobility Moving Forward.
